Both Amuse, Inc. and Tokuma Japan Communications hails the album as the group's debut studio album despite the title and the single releases, with the major label singles the only single releases recognized. The album compiles the singles from "Sweet Donuts" up to the major singles "Linear Motor Girl", "Computer City" and "Electro World", while adding the new song "Perfect Star Perfect Style". Despite the title of the album, the first two independently released singles are not included. The album was originally released as a limited edition on August 2, 2006, then repressed regularly on February 14, 2007. The regular edition placed at #33 in the Oricon charts, while the limited edition peaked at #66. ''Complete Best'' re-entered the charts again in 2008, peaking at #25, when their first original album ''Game'' was released. The album was recently released on iTunes worldwide along with the other, previously unavailable, albums of their career. "Vitamin Drop" was used to promote ''Densetsu no Stafy 3''. "Monochrome Effect" was used in the ''American Dad!'' episode "May the Best Stan Win".
